I wonder what regulations they take issue with specifically. Shame the article didn't expand on that.
Europe (or more precisely the EU) has very strict regulations regarding data (and data storage) and privacy to which corporations need to abide.
This is also the reason why, for example, Apple Intelligence on iOS just only recently became available in preview across the EU.
