Whether this is true or not, I think someone making the claim is good news. People trust digital forensic evidence more than they should. Some FUD is a useful corrective.

So... It's a link to a guy claiming he said those exact words? With no context? Or proof? Why no link to a reputable source, instead of some random dude?
The title is false too, it's "some guy claims"...
There's a video in the link of a 60 minutes interview with him. Maybe the video didn't load for you?
Is he claiming to plant false evidence, or just that smartphones are a great tool for social manipulation? I would believe both are the case, but it's just that "penetrate" could be ambiguous in the sense that getting propaganda in front of people's eyes could be considered a kind of penetration.
He's certainly right about his modus operandi: "If I'll say it often enough, enough people will believe it."
And I'd think he himself can't hack shit. :D
